Ok, here is my 2p worth.
If you are looking at getting an original 2m Buster then this is a good starter kite and good for those stupid windy days. The original 2m busters would have roughly the same amount of pull as a 1.5 bullet but because its .5m bigger it isnt as fast through the air which is good when learning and because of the shape of the buster I find it more predictable and easier to fly (some people will say different).
As Rixtar said, the busters are designed so you can change the Angle of Attack (AoA) of the kite which means you can make it have less pull in really high winds, Ive found that the factory setting is fine for all conditions in most cases.
The Buster Mk2 which are out just now are a big improvement over the original Buster and are cheaper!! I've had the 2m on Demo and really liked it, it also comes with lots of extras, have a look

Other good kites for learning with or for high winds would be the Ozone Fury, very easy to fly and great fun, its the kite we use the most when teaching! Flexi have just brought out the Rage (replacement for the Bullet) not had a chance to fly one but I would imagine they would be a good kite to learn with as well, also the HQ Beamer (Jerry on the forum can give you more details about these) from what I have heard and read, HQ have really improved these kites over the past year.
The Blade II 4.9 is a brilliant kite, I have flown the Blade III but prefered the Blade II, this is mostly down to my flying style though, I have a Blade II 4.9 and it was my most used kite until I got my Frenzy 10m. Give the blades the respect they are due and you will get on great with them, in the right / wrong conditions, these kites will lift you off the ground without any notice, start in low winds and build up to what you are comfortable with. If you can afford a new Blade 4 then it might be worth it, they also have adjustable bridles which allows you to loose some lift but get more pull or change it to have more lift and less pull.
Saying this, the Blade is not everyones cup of tea. If its landboarding you want to get in to then maybe worth giving a depowerable kite a go e.g. HQ Montana, Flexifoil Sabre, Ozone Frenzy (these are all bridled depowerbales) or try a Peter Lynn Arc, the Arcs are good for landboarding due to their auto zenith (if you let go of the bar it will automatically sit above your head). This is not a feature that the bridled depowerable kites have....
The arcs also handle gusts very well, much better than fixed bridle kites i.e. Blades, Bullets, Busters....so that is also something to think about.

While I was writing this I notice you are saying you are getting a buggy as well.....now the problems begin. The Blade can be used in the buggy but there is more of a risk of getting pulled out of the buggy due to the lift in the kite. Lift is good when you want to do freestyle moves i.e. Buggy jumping, but not good for learning as it can slow down your learning experience. The bullet has very low lift and perfect for the buggy as is the buster...again low to no lift = staying in the buggy
If you do get a blade and do use it in the buggy then just remember not to take the kite above your head too fast, this will prevent the lift kicking in as much.
